FG Orders Banks to Freeze All Terrorism-Linked Accounts

Nigeria’s financial sector is on high alert following a sweeping federal directive ordering banks and non-financial businesses to immediately freeze the assets of designated terrorism financiers. This aggressive crackdown aligns with recent international enforcement actions and underscores the government’s intensifying war against illicit financial networks.

The domestic asset freeze gained rapid momentum after the United States government deployed its Executive Order 13224 to sanction a 35-year-old Lagos-based financier, Mukhtar Adamu Muhammad. The American sanctions also targeted three Bureaux De Change linked to him: Generation Currency Bureau De Change Limited, Nine to Nine Exchange Bureau De Change Limited, and Manhattan Bureau De Change Limited. According to investigations, these entities operated out of Lagos and Kano, serving as conduits to move funds for ISIS as part of a broader network spanning Europe, the Middle East, and West Africa.

Building on these findings, the Nigerian Sanctions Committee expanded its focus by adding six more individuals and an additional currency firm to the local sanctions list. This updated list features Ibrahim Yakubu Ogirima, Adamu Chiroma, Ibrahim Abubakar, Abdullahi Umar Usman, Babangida Muhammed, Adamu Hammajam, and Abbal Bako & Sons Bureau De Change Limited.

A formal statement from the Nigerian Sanctions Committee, reinforced the state’s zero-tolerance stance. The committee reminded all financial institutions and designated businesses of their strict obligations to comply with asset-freezing mandates, file Suspicious Transaction Reports, and flag any relevant matches to regulatory authorities without delay.

This coordinated front between domestic regulators and international allies signals a tightening noose around the financial lifelines of insurgent groups operating within and beyond Nigeria’s borders. With the banking sector now under strict orders to monitor and lock down flagged accounts, the government is aiming to choke off the funding that fuels regional instability.
