Finland is set to tighten its immigration framework for international students, with new rules that could see study-based residence permits withdrawn if holders rely on state welfare support.
The Ministry of Economic Affairs and Employment has opened a public consultation on a draft amendment that introduces closer monitoring of non-EU students’ financial independence. The proposal, released on January 16, would allow authorities to automatically check whether foreign students are receiving basic social assistance from Kela, Finland’s social insurance body.
The planned measure targets students from outside the European Union and the European Economic Area who are studying in Finland on residence permits tied to education. Current regulations already require these students to prove they can fund their living costs without public aid. What the new draft seeks to change is how strictly that rule is enforced after a permit has been granted.
If approved, the system would flag any student found to have received basic social assistance, a benefit intended as a last safety net for people unable to cover essentials such as food and housing. Even a single payment could be enough to prompt authorities to cancel the student’s residence permit, a sharp shift from existing practice.
In a statement cited by Zoyols Blog, the ministry explained that automated post-decision checks would be carried out regularly to determine whether students are accessing social welfare. The goal, it said, is to ensure residence permits are held only by those who meet the financial self-sufficiency requirement.
The proposal builds on earlier moves by the government to restrict education-based immigration. These include higher income thresholds for students and tougher rules around bringing family members to Finland. All of these measures align with commitments outlined in Prime Minister Petteri Orpo’s government programme.
Official figures show that between September 2023 and December 2025, the Finnish Immigration Service reviewed more than 37,000 student residence permits. During that period, 333 students were found to have received basic social assistance. None of those permits were withdrawn at the time, as isolated payments were not considered sufficient grounds for cancellation under existing rules.
That leniency would disappear if the draft law becomes law. Under the new approach, any confirmed welfare payment could be treated as a violation of permit conditions.
Finland hosted an estimated 76,000 international students last year, though the proposed changes would only affect those from non-EU and non-EEA countries. Authorities have invited public comments on the draft until February 27, after which the bill is expected to be submitted to parliament during the spring session, with implementation planned shortly afterward if approved.
