Hamzat presented the proposals on Friday at the Wole Soyinka Centre for Culture and Creative Arts, formerly known as the National Theatre, in Iganmu, Lagos, during the unveiling of the APC manifesto and campaign song.
He said his ambition was to build a Lagos that works for everyone, with policies focused on development, inclusion and better living conditions for residents.
A major part of his plan is to expand public transportation. Hamzat promised to increase the state’s bus fleet from its current 1,000 to 4,000, with the capacity to carry one million passengers daily.
He also outlined plans to extend the rail network, including taking the Blue Line to Ogbebe-Mindene and establishing an interchange between the Blue and Red lines at the National Theatre Station. He said his administration would also work with the Federal Government to extend the Green Line from Marina.
According to him, the Blue Line is expected to carry 250,000 passengers daily when it reaches Trade Fair Station early next year.
On road infrastructure, the APC candidate pledged to activate the Fourth Mainland Bridge through partnerships, speed up construction of the regional road along the Lake Yembe axis and begin the second phase of the Ogbebe-Mindene Link Bridge to connect with the Third Axial Road.
Hamzat also promised to give water transportation a bigger role in easing movement across the state. His proposals include developing an additional 140-kilometre water corridor, improving 15 ferry routes, rehabilitating 27 of Lagos’ 47 ferry terminals and acquiring 75 electric ferries.
He said road, rail and water transport would operate under an integrated system, allowing commuters to use a common ticketing arrangement and coordinated timetables.
“Lagos is a water state. The lagoon must therefore be our third highway. One ticket, one timetable, one integrated service across rail, road and water,” he said.
On housing, Hamzat promised to complete several ongoing residential projects and introduce more affordable homeownership opportunities through partnerships with private developers.
The projects he identified include Egbo Igodo Clusters 2 and 3, Lagos Homes Shongote Do Phase 2, Lagos Homes Ipeche Phases 2 and 3, the workers’ village at Ipaja and Beacon Apartments, also in Ipaja.
He further pledged to make mortgage financing more accessible by introducing schemes with an initial deposit of 10 per cent, single-digit interest rates and longer repayment periods.
Security also featured prominently in his 100-point agenda. Hamzat said he would strengthen the Lagos State Neighbourhood Safety Agency and extend its operations to all wards across the state’s 20 local government areas and 37 Local Council Development Areas.
He promised wider streetlight coverage and CCTV surveillance in residential communities, alongside the establishment of a state intelligence centre to tackle cybercrime, financial offences and organised criminal activities.
The candidate also said security personnel would receive better welfare support through the recruitment and training of additional officers, improved accommodation and a review of their benefits to reflect current living costs.
He added that his administration would promote accountability by establishing an independent body to examine complaints against security officers and the agency.
On access to clean water, Hamzat disclosed that a 17-million-gallon water treatment facility was under construction and had already been funded. He said the project would supply clean water to an additional six million residents when completed.
Other proposed interventions include rehabilitating 24 micro and mini waterworks, repairing damaged water mains and expanding the public water distribution network.
Waste management is another area the APC candidate said he would prioritise. He promised to improve community-based waste collection and raise coverage to 95 per cent by making the operations of Private Sector Participation operators more effective.
He also listed the completion of transfer loading stations at Olusosun and Solis 3, as well as a recovery facility and a waste-to-energy plant at Agbara, among his proposed projects.
Hamzat further pledged to bring about 30,000 Lagos residents working in waste collection and sorting into the formal waste management system through training and other support programmes.
Earlier at the event, Lagos State APC Chairman, Hon. Cornelius Ojelabi, described the manifesto as a clear statement of the party’s intentions and its commitment to the people.
He said the document outlined the direction the APC hoped to pursue in partnership with Lagos residents, describing a political manifesto as an agreement between a party, its candidate and the electorate.
“A manifesto is a covenant between a political party, its candidate and the electorate. It is a commitment to translate vision into action and promises into tangible results,” Ojelabi said.
Representing the Governance Advisory Council (GAC), former Lagos State Deputy Governor, Princess Sarah Sosan, said successive administrations had established a strong foundation for the state’s development.
She described Hamzat as an experienced and intellectually capable candidate, expressing confidence that he could sustain the progress made by previous governments.
“We have chosen right. Our candidate is cerebral and very committed to delivering the job. He is the best man for the job, and every member of the GAC attests to this,” she said.
Sosan acknowledged the contributions of successive administrations led by President Bola Tinubu, former governors Babatunde Fashola and Akinwunmi Ambode, and the incumbent, Babajide Sanwo-Olu.
She said Lagos had developed through deliberate planning and consistent leadership, arguing that the state should build on its existing achievements rather than abandon its development path.
According to her, continuity should not prevent improvement but should allow future administrations to learn from past experiences and prepare for new challenges. She said Hamzat’s experience placed him in a position to contribute to that process.
Sosan urged APC members and residents to support efforts to sustain the state’s development and improve on what previous administrations had achieved.
Also speaking, the Director-General of the PBAT-KOH Campaign Council, Senator Musiliu Obanikoro, called for an inclusive approach to governance, insisting that no resident should be left out of Lagos’ development because of ethnic background.
He said the campaign was built around a vision of development, integrity, inclusion and continued progress, rather than simply promoting an individual candidate.
Obanikoro maintained that the 2027 election should focus on ideas and the ability to deliver results. He said residents expected practical solutions to challenges affecting infrastructure, healthcare, economic growth and job creation.
While acknowledging that the state still faced challenges despite years of development, he said the next administration would need to address existing gaps and create better opportunities for residents.
“Lagos cannot afford to stagnate. It cannot afford to move backwards. It must move forward,” he said.
He called on APC leaders and members to put aside internal differences, strengthen their unity and intensify mobilisation efforts ahead of the 2027 governorship election.
