Okpebholo Proposes N939.85bn “Budget of Hope” for Edo State

Edo State Governor, Senator Monday Okpebholo, has officially presented a budget proposal of nine hundred and thirty-nine billion, eight hundred and fifty million Naira for the 2026 fiscal year to the State House of Assembly. During the session on Tuesday, the Governor aptly titled the document the “Budget of Hope and Growth,” signaling a focused drive toward economic recovery and physical development. The proposal serves as a roadmap for the administration’s priorities, with a heavy emphasis placed on securing lives, upgrading infrastructure, and boosting the agricultural and healthcare sectors.

A closer look at the financial breakdown reveals a deliberate shift toward long-term development. Of the total amount, six hundred and thirty-seven billion Naira, or sixty-eight percent, is dedicated to capital expenditure. This leaves three hundred and two billion Naira, representing thirty-two percent, for recurrent costs. This lopsided allocation in favor of capital projects suggests that the government is prioritizing the construction of roads, schools, and hospitals over administrative overheads.

Governor Okpebholo explained to the lawmakers that the 2026 estimates are intended to build upon the successes achieved in 2025. He took a moment to appreciate the Speaker and the members of the House for their ongoing cooperation, noting that their legislative synergy played a vital role in the effective implementation of the previous year’s budget. The Governor expressed optimism that this new financial plan would not only consolidate past gains but also open up fresh opportunities for job creation across the state.

To fund this ambitious nearly one trillion Naira budget, the state is looking at several revenue streams. The government expects to generate one hundred and sixty billion Naira locally through Internally Generated Revenue. A larger chunk of four hundred and eighty billion Naira is anticipated from the Federation Account, while grants and capital receipts are estimated at one hundred and fifty-three billion Naira. Furthermore, the administration is banking on Public-Private Partnership investments worth one hundred and forty-six billion Naira to bridge the funding gap.

Sectoral priorities further underscore the administration’s focus, with the economic sector receiving a massive six hundred and fourteen billion Naira. The social sector has been allocated one hundred and forty-eight billion Naira, while administration and the justice sector are set to receive one hundred and fifty-seven billion and nineteen billion Naira, respectively.

The Governor maintained that this budget is fully aligned with his “SHINE” Agenda, which stands for Security, Health, Infrastructure, Natural Resources/Agriculture, and Education. By sticking to this framework, Okpebholo hopes to drive inclusive growth and restore the confidence of the people of Edo State in the machinery of governance. The successful implementation of this budget will likely define the trajectory of the state’s economy as it moves toward the middle of the decade.
