The UN Security Council has taken a major step toward stabilizing Gaza by adopting a resolution backing a peace plan proposed by former US President Donald Trump, alongside a temporary international force in the enclave after two years of conflict. The resolution, numbered 2803 (2025), passed with 13 votes in favor, while China and Russia abstained.
The resolution explicitly welcomes the Comprehensive Plan unveiled by Trump on September 29, which paved the way for a ceasefire between Hamas and Israel just days later. Central to the plan is the establishment of a Board of Peace (BoP) in Gaza, acting as a transitional administration to coordinate reconstruction and governance efforts.
Under the resolution, the BoP is authorised to create a temporary International Stabilisation Force (ISF) to operate under unified command, with participating countries contributing personnel in close coordination with Egypt and Israel. The ISF is tasked with maintaining security, supporting Gaza’s demilitarisation, dismantling terrorist networks, decommissioning weapons, and ensuring the safety of civilians.
US Ambassador to the UN, Mike Waltz, hailed the resolution as a “significant step toward a stable Gaza that can prosper, alongside an environment where Israel can live in security.” He added that the ISF would be central to stabilising the region and laying the groundwork for lasting peace.
Algerian Ambassador Amar Bendjama acknowledged Trump’s role in advancing peace initiatives but emphasized that true stability in the Middle East requires justice for Palestinians, who have long awaited an independent state. Bendjama noted that the plan has received broad support from Arab and Muslim nations, and that the Palestinian Authority has openly welcomed the initiative at the highest level.
The adoption of this resolution signals a renewed international focus on Gaza, with hopes that coordinated governance and security measures will create a pathway toward reconstruction, reconciliation, and sustainable peace.
